STATUTE CHAPTER I

PURPOSE, DESTINATION, PERSPECTIVE, MISSION, STRATEGY, TOGETHER AND QUALITY 

UNIT 1: PURPOSE
– To see that every Cambodian child has the right to an education, especially English Training Courses, for their benefit by using it to upgrade their studies and have a better road for their future life to help the community to develop in Cambodia.

UNIT 2: DESTINATION
CAMBODIAN BABY BAMBOO VOLUNTEERS ORGANIZATION has the following Destination:

CHAPTER II: NAME ADDRESS LOGO AND STAMP

UNIT 8: NAME:
Under the Cambodian Constitution in unit (42) every Cambodian person has the right and freedom to create a non-governmental organization, one such organization was created with the name CAMBODIAN BABY BAMBOO VOLUNTEERS ORGANIZATION (C.B.B.V.O).
UNIT 9: ADDRESS:
C.B.B.V.O has its center in house, Beng Dounpa Village, Slorkram Commune, Siem Reap City, Siem Reap Province, Cambodia. The address can be changed with the decision of a meeting of administrative council of CAMBODIAN BABY BAMBOO VOLUNTEERS ORGANIZATION. (C.B.B.V.O) will have branches in many other provinces throughout the country depending on the economic development.
UNIT 10: IDENTIFICATION: (C.B.B.V.O). It is a non-governmental organization which is not tied to a political party; there is no discrimination as to race, color, religion or political affiliation. It is intended to be for the better good of the community and the nation.
UNIT 11: LOGO AND STAMP:
Logo and Stamp has 3 baby bamboo and 3 bamboo trees, and has Sila,Samatha,Pangna (Morality, Concentration, Wisdom) is on upper and has short cut name C.B.B.V.O below bamboo in the middle of the circle.

CHAPTER III: MEMBERSHIP

UNIT 12: MEMBERSHIP OF ORGANIZATION has the following categories of membership:

1. BUILDING MEMBER: Referring to those who have participated with its Organization, Creation by providing physical Labor, Ideas, Finances and Materials to create a progress CAMBODIAN BABY BAMBOO VOLUNTEERS ORGANIZATION.
2. ACTIVE MEMBER: Referring to those who have applied to work for C.B.B.V.O and agreed to respect the Internal Rules and General Statutes and work actively for the improvement of the community.
3. SUPPORTING MEMBER: Referring to those who have come to be a part of C.B.B.V.O by volunteering work, giving financial support, fund raising and helping in any way to support this organization
UNIT 13: RECRUIT Staffs of C.B.B.V.O, if it is in need, take exam, test, agreement and other orders which are mentioned in the Chapters and units.
UNIT 14: POSITION: A position given by the administrative council to locals or foreigners who have contributed materials, finances and other things to support C.B.B.V.O
UNIT 15: Termination of Membership
All of members of C.B.B.V.O must respect the General Statutes, Internal Rules and other orders which are mentioned in the Chapters and units. A staff or a member can lose his/her membership in the following cases.
• Official resignation in Writing
• Death
• Having violated the Internal Rules or Statute mentioned in Unit.
• Be found guilty of a criminal offence or other offences under the Cambodian legal code.
• Dismissed by a decision of the administrative council after the member has been warned three times.
UNIT 16: Termination and Recruitment
A member, who breaks, violates or behaves contrary to the Internal Rules or General Statutes will be dismissed from its position by a decision of the administrative council. C.B.B.V.O can be able to recruit new staffs to fulfill.
CHAPTER IV: STRUCTURE, FUNCTION, MEETING AND DUTY
UNIT 17: CBBVO is a small organization with the following:
– Simple administration structure,
– Meeting
– Administrative Council
– Administrator Committee
– Advisor
UNIT 18: The meeting of C.B.B.V.O is divided into two: These two meetings are the important governance meetings of the C.B.B.V.O
1-Annual meeting
2-Special meeting
The annual meeting has the following purpose:
To hold an election to choose the Administrative council.
– To produce and discuss annual reports of the existing projects and to set up new ones for next year.
– Recheck budget, expenses and other financial reports which were paid in the passing year.
– To set up the yearly Budget Plan of new projects.
– To check the General Statutes, Internal Rules, orders and to do the examination of compliance with the Internal Regulation and General Statutes.
– To discuss and resolve all questions raised at the meeting.
UNIT 19: Special Meeting
The Meeting is held in a special case on invitation by the president or a request 1/3 of administrative council. The legal method, Agenda, place and time and meeting subpoena (call) is the same as Annual Meeting A special meeting is held for:
– To control and check on choosing, changing and removal of members, staff and to hold C.B.B.V.O presidential election.
– To review and approve new projects or budget needed urgently for continuity of C.B.B.V.O
– To examine and decide to postpone certain activity or to break up the organization and to distribute the property of C.B.B.V.O when the organization is declared to be wound up officially.
UNIT 20: Annual Meeting: The annual meeting must be held once a year on invitation of the president of C.B.B.V.O This meeting must have the attendance of administrative council, the president of the organization, the coordinating and programming manager and the secretary, all types of members and representative of every department. All the members have the right to vote on a decision and stand to be voted for except an HONORARY MEMBERS. The legal method, Agenda, place and time is the responsibility of the President. Notice of the annual meeting must be delivered at 15 days before the meeting day. Annual meeting has the following purpose:
To hold an election to choose the Administrative council.
– To produce and discuss annual reports of the existing projects and to set up new ones for next year.
– Recheck budget, expenses and other financial reports which were paid in the passing year.
– To set up the yearly Budget Plan of new projects.
– To check the General Statutes, Internal Rules, orders and to do the examination of compliance with the Internal Regulation and General Statutes.
-To discuss and resolve all questions raised at the meeting.
UNIT 21: The Administrative Council gives an advice and help to correct to the group of administrators committee.
UNIT 22: Duty of Administrators Committee
– Foreign Co founders, advisors and sponsors = unlimited
– Local Co founders, advisors and sponsors = unlimited
1-Administrative Council = 3 persons
2-Founder and General Manager = 1 person
3-Assistant to Manager = 1 person
4- Advisor = 1 person
5-Program Manager = 1 person
6-Assistant to Finance = 2 persons
Volunteers Staffs:
7- Staffs for Free Education Projects = unlimited
8. Staffs for Sponsorship Project = unlimited
9. Staffs for Health Care Project = unlimited
UNIT 23: Special Meeting of Administrator
The Meeting is held in a special case on invitation by the president or a request 1/3 of administrative council. The legal method, Agenda, place and time and meeting subpoena (call) is the same as Annual Meeting, A special meeting is held 1/ month.
UNIT 24: The Strategy of Meeting as mention on unit 19
UNIT 25: The Group of Administrators has 6 members stand for 3 years and is voted by all members of committee and is responsible for law.
UNIT 26: The members of Administrators are:
1-Founder and General Manager = 1 person
2-Assistant to Manager = 1 person
3-Advisor = 1 person
4-Program Manager = 1 person
5-Assistant to Finance and Officer = 2 persons
UNIT 27: FINANCE, CAMBODIAN BABY BAMBOO VOLUNTEERS ORGANIZATION has the following financial resources:
– Funds received from National and international donors, organizations, and fund raising from all the members.
UNIT 28: All monies collected by C.B.B.V.O both in cash or credit cards must be deposited in an Account of C.B.B.V.O in a bank recognized by the National Bank of Cambodia.
UNIT 29: Every expense must be made very carefully in order to preserve funds for proper uses. Every deposit and withdrawal must be made with two signatures of the president of the organization and the coordinating and programming manager or secretary. No one has the right to use the money of C.B.B.V.O for any other purposes which are not mentioned in the Budget Plan without permission from the president of the organization.
UNIT 30: Every expense item of the budget of C.B.B.V.O either for staff’s salaries or for Administration and other expense must be verified by attaching invoices or receipts with the approval of the president of the organization and the coordinating manager. Every expense which is made personally without authority is not considered to be an expense of C.B.B.V.O and this person must personally be responsible for payment.
UNIT 31: Volunteer’s Program, A foreigner, who volunteers to stay and teach, must pay money for accommodation, food and other personal expenses.
UNIT 32: A volunteer must be a person who comes to Cambodia legally and will have to fill out the registration form provided by C.B.B.V.O and he/she agrees to respect at all times the internal regulations of the organization.
UNIT 33: A volunteer must have the following:
-Traveler Insurance and Health Insurance.
-Passport.
-Traveler visa or business visa.
-Vaccinations recommended by the doctors.
-The spirit of adventure.
UNIT 34: A volunteer must have the following qualifications:
1. Must be at least 18 years old.
2. Must have a good knowledge of English for teaching.
3. Must have some experience in Teaching.
4. Must be a person who loves kids and likes to interact with them.
5. Must be a person who would be a good role model for the kids.
6. Must be a person who would be helpful and co-operative with the owner
of the house and people in the team.
7. Must have sufficient work experience.
8. Must have general knowledge which meets the requirements.
9. Must be in good health.
10. Must be hard-working.
11. Must be polite and honest.
12. Must be well-kept.
13. Must not be involved with any kind of illegal drugs.
14. Must not be involved with illegal prostitution trade or looking for
prostitution during his/her stay in the house or the village.
15. Must not be involved with the illegal trading of antiquities.
16. Be able to work in group.
17. Be creative.
18. No tie with the political parties.
19. Does not engage in crime or offenses against the Cambodian Legal Code.
20. Having a willingness to help the poor communities.
UNIT 35: A volunteer has the following duties:
1. Attend meetings for discussions with the coordinating and programming manager about teaching techniques.
2. Help to train the Khmer Teacher of English and show them new teaching technologies.
3. Discuss the teaching plan for a day or a week with the Khmer Teachers.
4. Work in team of teachers.
5. Lead the class and be responsible for his/her class.
6. C.B.B.V.O has the right to dismiss or terminate a volunteer who does not respect the General Statutes and Internal Regulation of the organization.
UNIT 36: The villages’ homestay must have the following qualifications required by C.B.B.V.O to be a proper host for the teacher volunteer.
1. There is at least one member of the family that can speak English in order to communicate with the volunteer.
2. Must be an honorific and model family toward cultural tradition.
3. A family that has a good relationship with the people in the villages or areas.
4. A family that has a good relationship with the local authority.
5. Must be a proper house which makes a comfortable stay for the volunteer. Namely good sleeping room, living room, Kitchen or dining room and clean toilet
6. Must have acceptable knowledge of cooking.
UNIT 37: The owner of homestay must respect the Internal Rules and policies of C.B.B.V.O at all times.
CHAPTER V: THE CHANGING OF NAME AND STATUTE
UNIT 38: Changing name, and statute. Members must have a meeting to set up the unit of organization
UNIT 39: The meeting for preparing the statute of organization
CHAPTER VI THE PROPERTIES
UNIT 40: C.B.B.V.O The founder and chairman of administrator has the right to control and in charge to look after of properties.
CHAPTER VII: CORRECTING THE GENERAL STATUTES AND DESTRUCTION
UNIT 41: the revision or amendment of the General Statutes and Internal rules must be done through the Annual Meeting on a 2/3 vote of the Administrative Council with the same legal method as mentioned in CHAPTER VI unit 38 39 (meetings)
UNIT 42: The integration of revised General Statutes and Internal Rules is the responsibility of Administrative Council to carry out and to advise the Ministry of Interior.
UNIT 43: C.B.B.V.O can only be dissolved in case of approval of 2/3 of Administrative Council through a decision of Annual Meeting. After paying all the debt of C.B.B.V.O, and with the decision of Administrative Council, all the rest of the properties of C.B.B.V.O will be given to other associations or non-government organization whose purposes are similar to C.B.B.V.O
CHAPTER VIII: FINANCE & FINAL REGULATION
UNIT 44: The Administrative Council is responsible to see that the rules and regulation are carried out by C.B.B.V.O Every decision contrary to the General Statutes and Internal Rules will be automatically ignored and not carried out.
UNIT 45: The General Statutes of CAMBODIAN BABY BAMBOO VOLUNTEERS ORGANIZATION is valid judicially when the signature of the president of C.B.B.V.O is affixed.

Having seen our work first-hand, Dharma’s Friends, Mrs Katie, Dr Duncan, Diem’s family, Mr Derek (USA) and Mr Charles Gauci’s family (Australia), Mrs Andrea Carr, Mr Bruce Carr (UK), Group volunteers of Dan Ward’s friends all take tour Cambodia. They are CBBVO’s main source of support. Thank you to all for your unflagging support in maintaining our core programs.
Living all over the world, with the aid of modern technology, former guests not only help financially, but also provide administrative assistance. All that’s required is a computer and access to the internet.
Tourists returning to take part in teaching at the Baby Bamboo School bring a perspective of the outside world that our students can get in no other way. So, we encourage all of our supporters to consider becoming one of our volunteer teachers.

ECO TOURISM
Tourists visiting Siem Reap not only visit temples of Angkor Wat and natural resorts such as the Tonle Sap Lake and other tourist sites in the country; they are also very interested in visiting rural communities villages to find out about the daily lives of our Cambodian people as well. Among them are charity tourists who come through the Responsible Tourists program, which they not only visit for themselves but also for others. Act and find opportunities to help the poor through various programs in the communities they visit.
Eco-tourism refers to forms of tourism which have the following characteristics: All nature-based forms of tourism in which the main motivation of the tourists is the observation and appreciation of nature as well as the traditional cultures prevailing in natural in our areas.
CBBVO VOLUNTEERING
Cambodian Baby Bamboo Volunteers Organization is looking for volunteer English teachers for projects in Cambodia. Volunteers for our projects participate in a village homestay, and live with a Cambodian family. We work in the countryside 30km from Siem Reap city. We are currently looking for volunteers for this project. You do not need a TEFL qualification to volunteer for CBBVO, although it would of course be useful if you have this qualification. Volunteering abroad is one way to make a worthwhile contribution to another country while simultaneously broadening your life experiences.
Many people are content to spend their time abroad lying on a beach or sitting in bars. If you are looking for a more substantial experience, then volunteering provides you with a purpose and gives you the chance to explore places off the beaten track, allowing you to live among the community you are helping.
Volunteer work with CBBVO is designed to help on a grass roots level. It is important that you are aware of this prior to signing up to volunteer with us. If you set out to change the world then you are sure to end up disappointed instead it is better to set goals for yourself, push your personal boundaries and try to open yourself up to the challenges of working in foreign country.
When volunteering abroad you may expect to change the country you are working in however it is much more likely that the country will change you. You are sure to learn a great deal about yourself and will do things that you never imagined you were capable of. At the end of the program you will most likely notice a change in the way you perceive things and the way you encounter situations. The change that volunteering abroad has on you is likely to be far greater than the change you have on the country you are volunteering in. However, what you will have done is lend a helping hand to projects that would never normally get foreign assistance as well as developing a greater understanding of another culture.
Some of the bonuses you will get when volunteering with CBBVO are:
A Flexible Schedule
Unlike paid employment, volunteering with CBBVO provides a more flexible schedule and you can vary your level of commitment. You may choose to participate in one school in one village from one week to 6 months or to stay to teach in several different schools. It is also possible to vary how much you work during the day.

Many employers understand the value of an individual who has devoted time to volunteering. If you have volunteer experience on your resume it shows that you are flexible, patient and committed. If you can tailor your volunteer placement to the area of your personal expertise then you will also get hands on experience.
Immersion into a New Culture
While volunteering for CBBVO you will have the opportunity to learn about Cambodian culture firsthand – by living with a Cambodian family. This means that you can experience the food, farming, social customs, music, religious practices and many other aspects of Cambodian life while volunteering for CBBVO.
An Affordable Travel Adventure
There are few travel experiences that are cheaper than volunteering abroad. At CBBVO our fees cover your accommodation and food/ board, orientation, and the program itself. Some volunteers choose to get help with covering their expenses by fundraising. We can provide you with fundraising ideas if you request this from us.
CBBVO EDUCATION CENTER
With the current state of world development, English skills are required for the younger generations of Cambodia for their studies and future careers. As English educational possibilities are expensive and hard to come by in Cambodia, CBBVO has taken responsibility to provide free English classes to more than 500 children in the community each year. Our local English teachers, with local and foreign volunteers are teaching these children every day and we are always looking for volunteer teachers to come and help us with English classes, computer training and library.
Computer Education Program
Probably the next most critical skill necessary for a job in the modern world is proficiency in the use of a computer. In concert with our English classes, From 2025 CBBVO will be offered our students free computer classes. These classes begin with the learning of basic keyboard (typing) and mouse skills and progress to learning common programs, including the Microsoft Office suite.
Many have helped, but we would like to single out for making this program possible. From 2026, we will be update due to a progressive lack of working computers as well as classroom space, the number of students participating in this program has declined. Computer classes have declined due to the smaller classroom.
English Education Program
English is the international language of business, so English skills are critical for employment for most professions. This is especially true in the Siem Reap area where tourism-related jobs are the most common route from poverty. The English classes offered in Cambodia have historically been far too expensive for the average Cambodian. To address this CBBVO offers free English classes to young students interested in careers outside of their village. Since 2015 this program has grown to about 500 students and is set to grow further with the construction of an additional school building.

Library
To teach in the classroom and allow children to study at home CBBVO maintains a library of English books at the school. Through the generosity of many friends what began in 2015 as only a small portable library is now a resource with over 1,00 books. We use the walls of one of our classrooms as the library, but as you can see from the gallery, we are in need of sturdy bookshelves. If you are interested in helping donate books to our library, please send them to us.

CBBVO Primary Form for prospective sponsors
In order to become a student sponsor, it will be necessary for us to have your names, address and telephone number. We will then be able to connect you with a special student. This will also allow you to have a correspondence with your sponsored student in the form of letters and a photograph.
The following steps will be taken in order to connect you with a special student.
1. You can have CBBVO decide or you can determine a student of your choice.  A girl or a boy? How old or in what grade? Primary, Secondary or High school or University?
2. After choosing the student, you will receive four documents such as 1) student’s short bio with budget proposal and some primary notes; 2) Sponsorship Guidelines; 3) Child Protection Policy; 4) and Terms and Conditions
3. Signing an agreement with both parties – CBBVO Representative and you the sponsor.
4. Sponsor sends funds to CBBVO in the US or Cambodia to be deposited into the student’s Trust Account.
5. The student is enrolled into the program and will receive a monthly stipend. Monthly letters will be written by the student and sent via email to the sponsor by the Sponsorship Coordination for the student who is under 18 years old. If the student is over the age of 18, direct communication can be had between the sponsor and the student.

How to transfer your donation to CBBVO in Cambodia
Option I
For donors from the US, we highly recommend that you would transfer your funds to Dr Duncan. There are two ways to send the money to him – either to wire the money to her business bank account or to send to a check to his mail box. About Dr Duncan T Pham:  a former guest, is the Co-Founder of Cambodian Baby Bamboo Volunteers Organization, (charitable Dharma’s Friends) into Cambodia. This NGO simplifies money transfers and provides a vehicle for access to larger grants that can have a major impact on reaching goals.
